Hawaii: Does the state have a lottery?
No state lottery
Hawaii has no state lottery; state law makes taking part in gambling, including lotteries, a crime.
Hawaii law defines a lottery as a form of gambling, and knowingly taking part in any gambling activity is a misdemeanor. No Hawaii law creates or authorizes a state lottery, so Powerball and Mega Millions tickets are not sold there. Lawmakers have filed lottery and gaming bills in recent sessions, including HB 1434 (2025), which would have created a Hawaii Lottery and Gaming Corporation, but it was carried over to 2026 and never received a hearing.
What the law says
A person commits the offense of gambling if the person knowingly participates in any gambling activity. Gambling is a misdemeanor.
