Utah: Does the state have a lottery?
No state lottery
No. Utah's constitution bars the Legislature from authorizing any lottery or game of chance.
Utah is one of the few states with no state lottery, and its constitution bans lotteries for any purpose. Lawmakers have proposed amendments to allow a state-run lottery, including H.J.R. 24 in 2024, but the constitution's text has not changed and no tickets are sold in Utah. Changing this would take a constitutional amendment approved by voters.
What the law says
The Legislature shall not authorize any game of chance, lottery or gift enterprise under any pretense or for any purpose.
