Texas: Where can you buy liquor?
Private licensed stores
Texas sells liquor through privately owned package stores that buy from private wholesalers; the state does not sell liquor.
A package store permit lets a private business buy liquor from licensed wineries or wholesalers and sell it in unopened containers for use off the premises. The Texas Alcoholic Beverage Commission issues the permits but does not run stores or act as wholesaler.
What the law says
The holder of a package store permit may: (1) purchase liquor in this state from the holder of a winery, wholesaler's, or class B wholesaler's permit; ... (3) sell liquor and malt beverages in unbroken original containers on or from the holder's licensed premises at retail to consumers for off-premises consumption only and not for the purpose of resale.
