Arkansas: Where can you buy liquor?
Private licensed stores
Arkansas issues permits to private retailers to sell liquor for off-premises drinking; the state does not sell liquor.
The state Alcoholic Beverage Control Board decides how many off-premises liquor permits to issue, with caps tied to population. It decides how many permits each county gets. No state-run stores or state wholesale system were found.
What the law says
The number of permits allowing the off-premises sale of vinous (except small farm wines), spirituous, or malt liquor ... The board has the discretion to determine the number of permits to be granted in each county of this state.
